Telkom Automated Sync Speed Downgrades

I dont know if this has been asked before, feel free to YELL at me if it has, but does telkom have an automated system that downgrades your DSL sync speed based on what they think your line would be stable at?

I ask because I used to get 10mbps, then it degraded over time to a point where I actually requested a downgrade to 4mbps in the hopes of some stability. The 4mbps then started to slow down to a point where it sat "stable" at 2.6mbps. All this time my router is telling me it can theoretically sync at 12mbps.

I eventually got gat vol of the slow speed and asked telkom to put me back on 10mpbs, this worked for a few days but then started to slow down again, im now on 6.3mbps with SNR at 16.3 and Attenuation on 38 which im pretty sure means I should be able to get at least 8mbps. 10mbps had an SNR of 7 which doesnt leave much to keep the line connected so I can understand why perhaps 8 is better then 10.
 
My modem says I can get 22mbps. But can only get 4mbps. Luckily ASSIA has not dropped my speed below that yet, but did increase my latency somewhat.
 
Eventually got round to calling telkom tonight, the lady I spoke to had never heard of ASSISA or fastpath before, sigh, she did a port reset and told my my line stats were really good but could explain why my router wont sync at 10mb.
