Am I the only one to read something nefarious in the above statement? I've got this bad feeling that we're being setup for disappointment in the future and all Telkom will do is say: "See? Like we told you before, we can't change anything that wasn't already part of the Agreement. We'd like to provide access at cost and pass on the savings to consumers ... but we can't. Our hands are tied."“Telkom does not have exclusivity on SAT-3. Terms and conditions of the agreement cannot be changed and as such no extension or diminishing of rights or changes in rights can be made other than what is already provided for and contained in the agreement,” said Candice Jeffreys, media specialist at Telkom.

That's being deliberated by Gov afaik. Ideally everyone will have equal access, and Telkom will have to stand in the queue like everyone else who will be buying access. Our awesome minister of communications is also still looking at, while she's awake, renationalising the cable.
