BUT if I only wanted local access because I was already capped on blended, how is it my problem if they allocated usage to blended instead of local? If the customer is responsible for the cost of data exceeding the cap and there is still local available surely its telkom's "responsibility" to allocate usage correctly. It's not possible for me to control which of the two I'm using, that falls to the ISP.
