I suppose since Telkom would be doing some of the billing on behalf of the ISP, or vice versa, they would be dependent on the ISP to keep them compliant to SOX?

Only thing I can think that would make sense.

But we're taking about a third party ISP and as far as I can tell nobody has broached the desire to have telkom bill for that too.
