Yes, terrible pings, trying now to enjoy a game of DayZ and it isn't allowing me, 250+ ping.

For both of you certainly looks like DSLAM congestion. DSLAM backhaul utilisation is of course determined by the behaviour of users. These days (see LINX traffic graphs) the demand peak is at prime/netflix/youtube time, even more so for a residential area.
I know that this is not your domain but is Telkom addressing the issue? With the imminent line upgrades one would hope things would change.

April 21st/22nd our exchange was upgraded to support upto 10Mbps but someone thought it was a great idea to give us 6Mbps . It didn't take long to sort but not without resolving an issue with disconnects from the ticket below that came as a result of the work done over that weekend.
May 14th/15th & 16th - [Support #95379] was opened to resolve a major issue i had. It was promptly resolved not long after sending relevant info.
2014
November - upgraded to the upto 20Mbps ADSL2+ profile [no idea when it became available] and was getting at the time around 14 - 16Mbps being just over 2KM away :wtf: .
December - New changes introduced by Telkom allowed only 11Mbps 
Apart from the above, no issues to report. Gaming and browsing was all perfect in the afternoon.
2015
January - Downgraded to 10Mbps due to a bundle deal.
February 5th - issues arise regarding the pings.
As you can see, between those 12 years from 2002, there wasn't anything major that happened apart from nature causing some issues [tree touching the line] and undersea cables needing emergency repair. I never had an issue regarding gaming or otherwise to the extent that i do now.
I kindly ask, what is the way forward here ranger?

Nothing in this story precludes DSLAM congestion. Your traceroute indicated high latency to the ESR. While in the IPC case the ISP *can* impact it (if the IPCs congest), the IPCs are not congesting regularly (on occasion due to migration of DSLAMs to BNGs). Especially now (after IPC upgrades) it is basically impossible.
Have you tested for DSLAM congestion at the time you are seeing high latency?

When you experience latency:
1) Go to http://rosebank.spdtst.saix.net and do a speedtest. Copy/paste the results
2)Switch to the SAIX guest account (username: guest@telkomadsl, password: guest) either on your modem or by starting a new pppoe session on the PC you are testing from
3) Repeat (1)
4) For good measure, run a traceroute to www.saix.net, and also a ping with at least 20 packets to the first hop on the traceroute with a public IP address.
If the latency results are similar for (1) and (3) then we obviously aren't introducing it, since we aren't in the picture (as (4) would prove.
If the latency results are vastly different, do (1) again just to be sure conditions didn't change between (1) and (2), if they didn't I will try and arrange with you to investigate.

Did a tracert for DBN/Rosebank again and i feel rather silly as if the issue [did the IPC upgrade do it? O_O] sorted itself out.

This should have been done while connected on SAIX (e.g. guest@telkomadsl).
No, the intention was that you ping the ESR, in your case (according to our reverse DNS) ndn-ip-esr-2.telkom-ipnet.co.za, while connected on SAIX.
Why? The best way to test for DSLAM congestion is to test the latency over the shortest possible return path.
In the case of IPC, the return path from the ESR is up the ISPs IPC up link, then down the ISPs IPC down link. On SAIX, the return path is (well, it was, apparently there was a technical reason to make SAIX use an IPC model too) is directly back down the DSLAMs backhaul link to the DSLAM.
But, if this occurs only after 01h00, then it may be that the relaxed p2p shaping is allowing high priority traffic to be shaped ...
