Good to know - I don't anticipate using more than 300GB.... I really don't get why ISPs can't just tell you the limit, they piss more people off than not by hiding it.

While they have capacity and users are not pushing the limits all is well. When the capacity dries up and users are throttled then the limit could be in a very vast range from time to time. So to peg the limit they would end up being very conservative to ward off any ASA / ICASA complaints. So while I would like to know the specifics, I'm scared that it could force the ISPs to enforce lower usage!

Im back on 1Mbps on my 4Mb account. Sigh!

Download Speed: 1078 kbps (134.8 KB/sec transfer rate)
Upload Speed: 436 kbps (54.5 KB/sec transfer rate)
Latency: 22 ms

Finally tracked down the famous signates post of 1st June re 4Mbps Uncapped limits:

I was on 450GB (up & down) and was throttled to 1mb/s on 16/05/2013. Total for May was combined at 630GB. Back to full speed 4mb/s today

... not too shabby I think you'll agree.

A couple of days ago I made the statement that my ADSL line was capped on around 90GB. The reason for me making this statement was the fact that my line speed dropped down to around 40/50kb. I know that in the past the same happened when I was capped so I assumed that I was once again capped due to my usage.

The line was working fine but the max speed was around the 50kb mark no matter what you did. Whether you downloaded a file, watched a youtube etc.. it just got stuck at around the 50kb mark. Because of this I assumed that my service was capped. If it was shaping taking place I would have been able to achieve normal speeds while browsing and if it was a line fault I would have been able to pick that up as well as the service would have been intermittent or just plain useless.

I was not impressed by this as I do not see myself as a power user. My average downloads over the past 6 months on this specific line has been around 125GB a month. Considering that about 50 odd GB's are from work software that runs 24/7 I see the balance as minimal. Even though, I have been capped before and as you can see from the attached images, Telkom classifies me as a power user and I thus clearly do not fit their ideal client profile.

From the attachments you will also be able to see my speeds for the past couple of days and here you can clearly see how the speeds have dropped. From the facts at hand I made the assumption that I was capped and posted the following:

Very very nice, service is capped again. Max speed as off today is around 45K. Thanks Telkom but this is the end of the road for me.

Ranger took exception to this and accused me of making false statements and essentially took my head off about this. I have to agree, I have no proof that my service is capped except for the fact that it runs at less than half its speed. Sorry for mentioning 'capped' the whole time, I know I should be speaking of throttled.

So with that said, Ranger, I apologise unconditionally for saying my service is capped. I am very sure that it is based on the information I have but clearly I'm being an idiot for making such assumptions. There must be something else wrong. So sorry for that. I will in future clarify any statement.

As said in my PM, "I'm considering this matter as resolved as I'm no longer a client of your company (or soon at least). If you however feel that the matter is not yet resolved then please let me know accordingly".

I will not be posting any of the PM's as mentioned, unless you want me to do so [Ranger]. Just let me know or you can do so if you wish, I have no problem with that.

You can use the word cap if you put speed infront of it..... Makes more sense. Speed capped is bad or my account is speed capped

You can check for yourself at https://secure.telkomsa.net/titracker.

We had planned to redirect users http traffic there when they reached the point of fair usage service restrictions (and had developed and tested this) so that users would know, but the regulatory team believe that the current ADSL regulations so not permit this.

OK something really funny happened a few mins ago. For me to check my usage I had to know my telkom username and password which is basically impossible and I lost where I wrote it down, I called Telkom and they had to reset my acc. As soon as this happened my line shot up and the speed was normal for a 2MB. Prior to this change I was getting average about 30-40KBs download speeds the week , now I am running at 200KBs again.

I've heard of this happening with other ISP's as well. Users would complain about terrible speeds, the ISP would issue a new username/password, and everything would be fine, until it happened again a few weeks later. Cross your fingers, mate :)

I think Telkom should move to Dynamic Shaping of torrents/downloads not blanket capping/slowing of products. It just doesnt make sense to justify sudden speed reduction at the end of the month because, unless my understanding is correct, its not as if the network/capacity suddenly grows towards the end of the month.

P2P is shaped (well, has lowest priority with a minimum reservation, no maximum) according to capacity, but the problem with only shaping P2P is that real abusers then use other protocols (nntp, https etc.), which we don't want to blanket shape.

There has been some progress on better business rules for uncapped, but we don't have a final date for implementatiom yet.

Ultimately the business rules need to help those who want to make use of unused capacity while limiting the impact of those who just want to download as much as possible, regardless of the impact to others.

I prefer the sudden throttling, but would like a hard limit :p Then at least I know what to work towards not breaking.

Rather let people know what is considered abuse, and after that they are throttled. Simple. If you don't like it, find another product that offers better.

Or you could try not break the system. That would also be awesome.
