We need to understand how Telkom can justify the local price of bandwidht - if at all!! :confused: This implies that they (Telkom) need to explain how they derive the cost of bandwidht to get to a price of R15 per gig (local).

I suspect that ISPs pay far less than R15 per gig, and the real cost might be R10 per gig to Telkom. The question is this: What and how do they calculate this price of R10 per gig? Can you find the answer to that? :confused:

This really moves into the space of the Chart of Accounts and Cost Allocation Manual (COA/CAM) investigation by ICASA. They are looking at the costs to provide a certain service, but chances are very slight that we will ever see any real figures…

I think here it is again of value to note that local bandwidth used to be free after the cap pre-Nov 2005…the costs hence speaks for itself.

That is very true. And lets not forget the IS provides ~30 GB ‘free’ after the cap. According to Telkom that should cost well over R 300-00 wholesale which is double the full service price is of IS…

WTF couldn't these ridiculous regulations have at the very least stipulated "Local bandwidth usage shall not be subject to the cap" and "the cap shall not be subject to Local bandwidth usage"?!?!?!
 
Having looked at this and heard the Telkom story in Tommygun's MP3, I am really quite shattered by this plan to charge for local bandwidth. What complete and utter pigs!

But this is dumb , I mean they had uncapped local about 2-3 years back. I dont understand why we would pay for a service that should be a benefit to ADSL users and make it just another 'GREAT' reason for new users to get ADSL. They could make money from this if they look at it from another perspective. And the only people that would really really benefit from this is local torrent site users which is a small portion of ADSL users.

I wholeheartedly agree with that sentiment, I also think there needs to be an Auditor General investigation into which external lawyer was paid by !CASA to convert the Draft ADSL Regulations into the form of abortion that !CASA's ADSL Regulations currently are, as well as to release that person's name to the public to investigate that person's past & present ties to Telkodemonopolies - the same goes for the person(s) at !CASA that contracted that external lawyer to do the work of making the final regulations even more ambiguous & Swiss-cheesy with loopholes everywhere that work in Telkodemonopolies' favour...

you can have uncapped local access, at a charge. If you don't pay the charge then we cap your local access. How in the seven hells does that ever meet the definition of "uncapped local access"????:mad:

That is pretty much what they do stipulate. Now I'm not arguing that the ADSL regulations are greatly worded regulations, far from it. But they are far better than no regulations at all. Rather keep them, until they can be upgraded into something more watertight.

Taking Openweb's pricing for 2/28 and 3/27 IS packages, you can back out a local bandwidth charge from IS of around R2/Gb. The reason why 30Gb seems more expensive than this is because IS have to pay Telkom a "per account" fixed fee (IPConnect).

I don't see how local bandwith costs Telkom more than about 50c per Gb. Given the high line rental and ADSL access fees, there is no reason why "free local" should not be available to all ADSL users.

Even if a brain-dead lawyer could drive a bus through the ADSL regulations, free local bandwdith was ICASA's clear intention. And Telkom's "compliance" with this regulation exhibits nothing but pure, unadulterated greed.

So local is going to be uncapped , but not free . From when do they start charging for local b/w ? From the first meg you use ? Or only AFTER you have used you 3 gig intl ? You see , what if you do all you stuff locally , and use very little intl ? You could in theory use only 2 gig intl but use 50 gig local ? So you have not used your all your intl b/w but you are also not capped .

Can then then just use the local without paying for it then as you are not capped ? Or does it start from the very first meg you use locally , because then you could end up paying a @#$@$ load for local b/w and then it must still be added to the normal costs , so you could have your normal adsl account plus you have to pay maybe a few hundred more just for using local . If that is the case we are better off staying with what we are using atm . You could just get a nasty scare next month when you get an account saying you owe R500 EXTRA for using local b/w , and seeing as though it is uncapped . You really want to let telkom inform you when THEY decide to , to inform you how much you are going to have to pay ?

We are better off staying where we are , if you are capped you know it and you go and buy if you need . I have a 10 gig adsl account , if i use it on local or intl that is up to me , but once it is all used up i know and can not use more without paying for it , dont get suckered into thinking this is a win situation , it is not . Do you really think telkom is going to let you have local access for next to nothing ? I doubt it get ready for a nasty suprise .

Say they make it R30 a gig for local , if you do 10 gig that is R300 MORE!! Now add that to what you pay for a 3 gig account anyway . This is a sham Telkom wants to stop local "free" b/w , by making you pay for intl and local b/w they are removing all types of free b/w . They are effectively killing the free and ligitimate local SA markets . Dont fall for this !!!!!

- cap runs out
- no more international till next month
- local @ R??/ gig, probably counted by them and slapped on your bill

I suggest switching your router off once the cap is hit.

...and f@ck local bandwidth, we need uncapped international access, finished and klaar. (30Gig is considered fair usage in the UK, but they don't sweat if you nuke that from time to time.)

We will never have a decent amount of local content until the market is open. Nobody in SA wants to download trial software for development 'cos they can't afford the bandwidth.

rwenzori is correct, Telkom's implementation does not separate international from local usage. ISP's are therefore unable to discern which is local and which is international usage without the user first having used his/her full 3GB or whatever his/her cap size is.

So you are not really gaining anything are you , you are just setting yourslef up to get a moerse account for the local you used after you were capped from your intl ? We might aswell stay with what we have .

This is what i think REALLY happened , someone at telkom thought that if he could sell the idea of us lemmings having to pay for local use , it would keep him gainfully employed at telkom , he brought forth this drivel , they complimented him on his genius , then fired him in any case 'cos he thought of it before they did and they felt threatend by him . Now we are being bent over even more thanks to this villiage dunce .
