Telkom LTE being throttled

Hi All,

I have signed up for a 100GB LTE(Telkom). I avg 15Mbps-25Mbps on non peak times. My problem is 7pm-11pm. More than often I get throttled to 1Mbps-4Mbps. This happens about 5 out of 7 days. I feel that Telkom is misleading customers as with a cap account they are throttling my connection due to congestion. I can get ADSL up to 10Mbps. I was told by a sales adviser that LTE will give upto 90Mbps (assumed real world of about 30Mbps) and Telkom convinced me to move from ADSL to LTE. My problem is that I only use the internet on peak hours. So I am paying a very expensive price for basically a 4MB line. So my question is, can I cancel my 2 year contract due to tower congestion? I had a Telkom technician at my house and said all is fine and signal is good. They have agreed that this can be due to congestion.

OH and I have full signal.
 
If you can, force the router to use 2300Mhz as opposed to 1800Mhz. It may help if the 1800Mhz spectrum is busy as it is the default.
 
I have done a bit of googling. I have the Huawei B315 LTE. Do you know how someone force it to 2300Mhz?
