Telkom doesn't get funding from government instead government is benefiting via Dividends, Telkom is sustainable on its own.

State owned implies that government owns shares in Telkom. Not that the government funds the company. The two are mutually exclusive.

You can be state owned, and profitable, just like you can be state-owned, and make a loss (like SAA) and require bailout money from your shareholder (Government).

And where does the money come from that Gov invests in Telkom? Entirely from dividend profit?

Where does the money come from to keep them propped up?...

By ensuring that Telkom remains their cash cow of course, and remains a monopoly as long as possible, by utilizing tricks such as mentioned in this article.

Most comments have been to the tune of "Telkom is a listed business, and Gov just get's dividends from their investment."
