Unlikely. A TV license is a tax, it's not like a normal debt. I can't see anyone wanting to go through the expense of litigating through the civil courts. There's a reason why the SABC hasn't pursued anyone.

Imagine the expense of literally having to sue millions of people, getting summons's issued, having to somehow deliver them personally, people ignoring them, etc, etc. Not to mention the PR nightmare of a government suing it's citizens.

The idea of a developmental state in this country has great merit. It could work if the ANC weren't mismanaging the SOEs so badly to the point of sabotaging their own idea of using SOEs to advance that state. The apartheid government did it well for their own our people.

I'll be headhunted for this, but the SABC provides a crucial public service, I don't think it should be done away with. Rather fixed.
