Makes sense.Unlikely. A TV license is a tax, it's not like a normal debt. I can't see anyone wanting to go through the expense of litigating through the civil courts. There's a reason why the SABC hasn't pursued anyone.

The idea of a developmental state in this country has great merit. It could work if the ANC weren't mismanaging the SOEs so badly to the point of sabotaging their own idea of using SOEs to advance that state. The apartheid government did it well for their own our people.
