11.1. (SANRAL and) National Roads Act

The original National Roads Act of 1971 enabled the national roads to be tolled. This Act was then amended in 1992 to require that an alternative route was available to the public. The wording of this was amended in 1996, and all three acts finally repealed in 1998 by the current SANRAL and National Roads Act, Act 7 of 1998.

I know that just outside of Trichard in Mpumalanga is a brand new tollgate, that they cannot use as there is no alternative route. So the tollgate is standing there like a big white elaphant! I think it was Sasol that took them to court as their employees had no alternative way to get to work.

If I'm not wrong, it's considered unconstitutional to not provide an alternative route, based on your right to travel or some such. I remember that being mentioned several times during the whole e-Toll debacle, prior to it kicking off.

Problem is, with urban tolling there's bound to be an alternative route (regardless of how roundabout and crap). I don't see this as an argument that carries weight in the case of Gauteng e-tolls.

I agree. I'd like to see it amended to "a reasonable alternative route", but then what qualifies as "reasonable" is open for interpretation. Currently, they'll tell you to use the R101 or similar if you want to get from Pretoria to Jhb. That route wasn't reasonable 2 years ago before the tolling kicked off (I speak from experience here, having used that road to get to Centurion for work, from Pretoria), nevermind now with the increased traffic flow. It's basically extortion.

Drove on the highway again today on my way to work - as I took the M1 yesterday and it was a disaster of note. N1 was awesome. But SANRAL still won't see a penny from me. I've received two handover notices so far.
 
Apologies if this has been addressed before.

Has anyone else noticed the white and yellow dots painted in each lane, under each gantry?

Any idea what these are for?
 
I was listening to 702 yesterday and Vusi confirmed that when you receive a "handover notice" does not mean that you have been handed over for prosecution... It means that you have been handed over to the VPC who will be pestering you to make payment.

They can only hand you over to prosecution once they have gone through the appropriate legal process. This process will take some time and will cost them a lot of money.

Personally I would like to see it get to that point.

Yup. The tone of the notifications, as well as even just the NAMING of the VPC, is designed to mislead people down a path of FUD.

Tell me if you have two cars on your name one is registered for a tag the other not, does this mean SANRAL has access to your information and can include it in your etoll bill?
 
Are people's credit ratings at risk prior to necessary invoices being issued? It seems like a scare tactic, amidst so much misinformation

Well I received an invoice in the post regarding my etoll account.

Seriously now? Can they just give up?

I won't be paying.
