I like to do a full new .ipsw install every now and then to keep everything fresh.

On major releases that's understandable but it almost seems like people are doing them for x.x.x releases too...

That's normally so for me as well, but I OTA'ed 10.3 as I was away when it landed, decided to do 10.3.1 instead.
 
In the links above there is no mention regarding support for Mini 2, but checking from the device - 10.3.1 is available on OTA.
 
Clips: Apple’s new video creation app is now available on iPhone and iPad

Clips, a new video creation app from Apple, is now available for download on App Store. Previewed on March 21 as part of Apple’s Spring product refresh, Clips lets you create expressive videos on your iPhone, iPad and iPod touch with just a few taps. The app includes some nifty features like a selection of cartoonish effects and the ability to create captions on the fly using just your voice. Clips is available on App Store at no charge and requires iOS 10.3, which launched last week.

The app’s simplified design makes it easy to combine videos, photos and music into memorable clips.

Clips has a strong focus on social media sharing. For example, the software uses the square format popularized by Instagram. Your cleverly edited videos can be shared with friends through the Messages app or on Instagram, Facebook, YouTube, Twitter and other social networks.

To make things simpler for novice users, Clips ditches the traditional video-editing tools, such as complex timelines, multi-track editing and so forth. Instead, you simply pick a few clips from your library and move them around across a drastically simplified timeline view at the bottom of the screen.

To make your videos pop, Clips encourages you to apply artistic filters, speech bubbles, shapes, emoji or even full-screen posters with animated backgrounds. There are many built-in soundtracks that adjust automatically to match the length of your video.

Each individual clip added to your project can be up to thirty minutes long, with the total run time of your exported Clips video limited to one hour. A single project can contain over 300 individual videos.

Clips takes advantage of iPad with its large, easy-to-use interface

Clips comes with Live Titles, “a breakthrough feature” that lets you create animated captions and titles in 36 different languages using your voice.

This surprisingly cool feature generates animated captions automatically, as you speak, with titles synced to your voice. You can even mix and match different styles, adjust captions by adding your own text and punctuation, inline emoji and more.

“Clips gives iPhone and iPad users a new way to express themselves through video, and it’s incredibly easy to use,” said Susan Prescott, Apple’s VP of Apps Product Marketing.

“The effects, filters and amazing new Live Titles we’ve designed for Clips let anyone make great-looking, easily sharable videos with just a few taps.”

Engadget noted that Clips’ surprisingly handy list of features is what sets it apart.

“It feels like Apple baked extra bells and whistles into Clips to give it a leg up on other social services without having to build a social network of its own,” wrote Engadget.

There are some spots where workflow breaks down a little bit. For instance, clips cannot be dragged between projects: you must save a clip to the Camera Roll and then re-add it to a new project but you’ll lose your live subtitles in the process.

“You’ll also have to hold down the record button for the full duration to add those clips, which can be tedious. It allows you record new audio over the track that was already there, which is nice I guess, but sometimes you just want to plop a clip into place,” said Engadget’s Chris Velazco

Logos for Apple Clips and Facetime Are Remarkably Similar

Apple Clips launched today, April 5. If you’re not already in the know, Clips allows you to combine videos, photos, Live Titles, and more within your own creation. The funny thing, though, is that the app is using a very familiar icon. Is this a hint of new things still to come, or could Cupertino have gotten a bit lazy with icon creation?

Yes, you read that correctly. The Apple Clips app, newly launched on the App Store, is using a very familiar icon. It’s just the Facetime icon with a different color scheme. The way I see it, this could mean a couple of things.

A Hint at Group Facetime Calls

It’s possible that Cupertino is finally going to allow group calls within Facetime. Integration between Apple Clips and the audio and video calling app could also be in the works. Such integration would allow you to share a Clip within a new or ongoing Facetime call. Other video messaging apps, most notably Google Hangouts, already offers that.

Apple’s Icon Designers Got Lazy

I hope group Facetime is what Apple has in mind, but there’s another slight possibility.

It’s also plausible, even if only remotely, that the icon designers in Cupertino got lazy or were rushed for time. Perhaps Apple had another icon design in mind, but it wasn’t working out for aesthetic or other reasons. Pressed for time and wanting to launch the app today, the designers just took Facetime’s icon and Photoshopped it to change the colors.

Time Will Tell Why Apple Clips Uses Facetime’s Icon

We will just have to wait and see what else Apple does with Clips. Maybe more features are coming in the very near future. I hope that’s the case, because I would hate to think that the icon choice was just a matter of sheer laziness in Cupertino. That’s really not like them, though.

I usually do a full .ipsw install once a major version has stabilized and calmed down a bit, so this time I'll probably do 10.3.2
 
Apple releases iOS 10.3.2, watchOS 3.2.2, tvOS 10.2.1 and macOS Sierra 10.12.5

Apple on Monday released iOS 10.3.2, watchOS 3.2.2, tvOS 10.2.1, and macOS Sierra 10.12.5 to the public. The updates feature various security patches, bug fixes and performance improvements, and come after more than a month of beta testing.

As you can see in the screenshot above, iOS 10.3.2 includes bug fixes and improves the security for iPhone and iPad. We know from beta release notes that it also features a small fix for SiriKit, meaning in-car commands should now work as intended.

There have been no major changes or features spotted in tvOS 10.2.1 or watchOS 3.2.2 either. However, Apple says that macOS Sierra 10.12.5 fixes an audio issue with USB headphones, enhances Mac App Store compatibility, and adds support for media-free installation of Windows 10 Creators Update using Boot Camp.

These will probably be the last public updates released before we get a preview of the next major versions of each platform at WWDC next month. The software can be installed either via the OTA mechanism, or directly from our Downloads page.
