Personally I can live without push notifications for my apps if it means I get the other functionality from the iPhone 3GS.
what I can suggest, if you have the time to try this:
vodacom is a legit apple partnered carrier, so, theoretically, if you can convince the phone to start up on the VC sim, and then activate it, you should have push enabled fine...
so, long shot, but try it:
restore to 3.0
run redsn0w to jailbreak, install cydia AND activate
install ultrasn0w to unlock
install openSSH
now, delete the activation file from the phone (google this to find out where on the phone it is)
turn phone off
insert vodacom sim (make sure this sim does NOT have pin code enabled, makes things easier)
turn phone on
phone should now ask you to activate using itunes, connect to itunes, see if it activates, if it does, you're lucky, if not, well.... follow the steps again up to installing ultrasn0w
