Raytracing definitely makes a difference if it includes reflections and global illumination.
My mate who finished Cyberpunk on his 1070 was seriously impressed when he tried Cyberpunk at night on Psycho RT on my PC, and now they even added the Overdrive mode with pathtracing that is on another level.
But some raytracing implementations are bad, mostly the ones with just shadows and poorly implemented RTAO that don't look that different from good shadows and HBAO+.
