Again the CFO is a DA appointee, not someone they inherited from the ANC, the same with the municipal manager, the heads of the different departments will also be new people since they are employed on fixed terms.

The guy was acting in the CFO position when the DA took over, they were not tied by anything to continue with him, they appointed him to the position, they were free to choose anyone of their liking, the chose him and gave him a new contract, that's what it means when they say someone is appointed.This is exactly what I said.
