Read everything I said, before starting a stupid semantic argument.

You can suspend someone's employment immediately without pay and refuse them further access to the business premises for a serious offense until such a time when you have the final disciplinary hearing where you fire them officially.

It is a bit of admin, but it is the same as firing them on the spot.
Until the disciplinary hearing is complete you will still be liable for the employees salary, not sure where you are pulling this from.
 
Even saying that is still making excuses for the DA, the CFO guy is a DA appointee as well as the the municipal manager and most of senior managers, because those are mostly on 5 year contracts. The DA took over in 2016 already, not in 2021 as some people would like us to believe, that excuse would have worked well in 2017 or 2018, not in 2022.
Yes 100% they trusted the old ANC people, thinking they are professionals that is a DA mistake.

An employer may suspend an employee without pay if the employee so agrees, or legislation or a collective agreement authorises the suspension.” From this it is therefore clear that employees may only be suspended without pay if they agree. An example would be suspension without pay as an alternative to a dismissal.

This is a DA mess, no matter how you try to spin it, the DA must take full responsibility and accountability for it, no jika jika, no hiding behind imaginary ANC saboteurs.

No not only on agreement also "Or legislation" it is right there.
And it is pretty easy to get an employee to agree to be suspended without pay after you caught them stealing or something.
And so fscking what if you need to pay them an extra week, before you fire them.

This is now very far away from your argument that people cannot be fired. They can.

Umar Banda, nominated for the 2017 CFO of the Year Awards, has been permanently appointed to the position of City of Tshwane CFO – a role he has filled in an acting capacity since 2014.

Rietrot please have some self respect? The guy was acting in the CFO position when the DA took over, they were not tied by anything to continue with him, they appointed him to the position, they were free to choose anyone of their liking, the chose him and gave him a new contract, that's what it means when they say someone is appointed.

What about the city manager? Is he also an ANC person they were unable to get rid of? Or did they appoint him?

Yup. Also, remember Midvaal in Gauteng - clear DA majority for at least two municipal elections now. No stupid shenanigans from mickey mouse parties like the PA since they can't influence anything. Once the DA obtains the majority in a municipality, it rarely lets it go as residents experience the benefits of a DA majority administration.

Proof that the DA is useless where they don't have majority?

And they are right if they found the people already appointed in the positions, they are not political deployees, they are city employees, you can't just get rid of them because they look suspiciously like ANC people.

Having said that, the DA has no such problem in Tshwane, so the point is moot, blaming employees for their incompetence is just another reasonable explanation.

I'm not sure cape town or midvaal especially is really that much better than jhb pta or the east rand.

No argument that DA is better than ANC in the bigger picture or that stupid political shenanigans from smaller parties is stupid.

But real benefits is not that much different.
Shít has only now really started to fall apart in Ekruhleni in the last year or so after the DA took over. The ANC tenderpreneurs did keep things going.

There's not even evidence that Capetown is cheaper because of less corrupt. From what I've seen is the DA just continues to pay tenderpreneur inflated prices for stuff and has similar BS pro socialist policies.
