Not sure of entitlement. I recall the ANC simply made theirs permanent employees when they lost the city the first time leaving the incoming admin to have to deal with the resulting mess.
Probably better for them to give the money then to take back all their ancestors offspring.
You would think that this would be governments job, once again leaving enforcing the law to others.
