It's basically a catch-all ministry that would do whatever the President wills them to do. In effect it's pretty much the deputy president position. It's all just different titles at that point. Doesn't head up a department as such.
The UK has a similar position some of the time and Deputy Prime Minister some of the other times. USA has the Chief of Staff. Etc.
I believe that DA wants JS to be responsible for Government Business in Parliament, which is usually the Deputy President's job.

Depends whicone it is, the Minister in the Presidency responsible for Women and Children doesn't do that.

No, it is everybody including the DA. That is why they're going to great lengths to distribute cabinet posts in proportion to seats.
An ANC/DA coalition is a difficult pill to swallow so as has been stated to you numerous times... The perception is far more important than the reality. Everybody involved would be best served by not making these public announcements regarding it. Do the bickering behind closed doors.

They are probably looking at the one about monitoring, planning and evaluation, it has oversight responsibilities about it, but the problem still remains that the departments you have to hold accountable don't report to you, that is why the deputy president position is such a lame duck, Cyril himself was ignored when he tried to intervene at Eskom while he was still DP.
