Existing law says:
a) X not allowed;
b) Y not allowed;

Outgoing president adds:
a) X not allowed with abc;
b) Y not allowed with xyz;
... and signs into law some mechanisms for enforcing existing laws.

Champy also thinks the PA are going to unseat the DA in the WC despite me telling him a million times that Gayton's mob only does well in sparsely populated areas of the WC, and they have no traction in the urban areas (where most of the voters are located). The meltdown is going to be epic!

Just be sure to buy the right stuff... I bought some a few weeks ago, and they're cheap because they're half the damn size of any other packet in terms of volume of popcorn.
