Paywalled. I think this is the first step towards federalism.

The tactic seems to be to get powers devolved to WC for now and then develop the proper systems for said powers, and when 2024 swings around and the UF takes provinces/national government off ANC, they'll implement these systems elsewhere/nationally. Like they're doing with the power thing in the metros, with JHB and TSH following CPT's lead.
 
Why's the COO so special?
He is the operations guy, the one who must see to it that day to day running of the company is happening, the one who must implement the strategic direction so traditionally they are on the other side, if they like they can leave him out on the golf day invite so that he can toil with the lowly minions.

That seems like a good plan to me. If the ANC looses majority in 2024; then it's a sure bet this will be on the national agenda for all provinces. As I suspect the rest of the parties in parliament would opt for this (Probably not the EFF)

The anchor tenants for the UF are federal/do support federalism (DA, ASA, IFP, VF+ . I think ACDP is also in support of federalism), but it depends on what the others will weigh in. GOOD, ANC, EFF and Al Jama-ah will probably oppose.

You just see them nowadays spreading ANC gossip, Malema talking random shite and at racial incidents (of their own doing or not)...

Otherwise... They aren't around much...
