Thinking of moving a bunch of my smaller sites and friends sites over to an offshore host. Most of these guys are friends, NGO's, (read freeloading :) so not too phased about the slight drop in page speed being offshore.

Currently some are with Dreamhost who although provide decent uptime, find the overall speed pretty bad and lack of a decent cpanel is becoming annoying.

Found these guys that seem quite decent
http://mechanicweb.com/ - they have a datacenter option in Netherlands. Safe to say that Netherlands seems to be a better datacenter then being USA based (from a south african point? distance seems better, pings were slightly better too)

Found a few coupons to get a 40% discount so essentially can have a 20gig reseller package for less then R100/mo

Definitely safe to say. Netherlands should be super quick. +-150ms vs +-350ms
Plus Netherlands/EU has superior privacy legislation (no Patriot Act...)
Never heard of Mechanic Web though...
 
If you want a decent deal, I have a number of these servers:

Used these guys for years - never had a problem. If you want privacy, they have some serious hardware in Curacao (you do however need to know how to optimise your sites and use CDN's).
