Truth behind Telkom ADSL performance problems

They did provide a reason why they could do it - think there was a MyBB article about it as well. They get their IPC at exactly the same rates as other ISPs.

Sure they do. You do understand though that the money stays in the group. Telkom paying Telkom , so irrespective of the price the net result is zero. As long as TI are subsidized by Telkom it`s it`s merely a journal entry on the balance sheet.

To repeat a refrain - and I really wish I didn't have to - TI gets a worse deal than the ISPs outside of the Telkom stable - look at the Comp Comm settlement - and they have costs that are a result of legacy bad decision making

TI are able to perform better than other ISPs because:
[1] They have economies of scale backing them up
[2] They can (AND SHOULD) leverage the sales channel afforded to them through Telkom group operations
[3] Many subscribers who fall into the category of using their full quota or maximizing on uncapped specifically do not opt for Telkom and go for a "not Telkom" ISP and some subscribers (I usually fall into this category) use TI as a backup ISP with the result that unlike other ISPs Telkom does not have to capacity use.

Basically TI does well as a default ISP of lower usage customers, I estimate that more than half of their usage base only get to half of their quota and that on uncapped the average is about 15% less than other ISPs

Also because TI have to compete, they do compete.

TI IS NOT SUBSIDIZED WITHIN THE GROUP
TI is subsidizing other operations.

BS !! Go read the financials and then tell me they aint...

I have read every set of annual financials reported from Telkom for the last 10 years and have carefully looked at quite a few of the I have also read quite extensively the comp comm complaints documents - and the allegations therein - and what was found by the commission

So yes read the financials TI subsidizes other operations

My Mom uses Telkom as her ISP... and we Skype every other night...

Normally, I upload to her at around 150kB/s (video). Lately she's getting, at most, 10kB/s from me, so video and audio is incredibly poor.

I've become fed up and just grabbed her a capped Afrihost account which runs perfectly. Except for the fact that one call uses around 600MB of data

Fix your nonsense, Telkom

I wish TI would adapt a shaping policy more like Afrihost's, where real-time services (streaming, browsing, gaming) are never shaped, and P2P services are shaped according to network usage (utilization) instead of time-based.

That way we can have our P2P services running throughout the day and have the automatic shaper adjust speeds when necessary to open up capacity for live services like browsing and streaming for other users.

Currently, om my 2mb I only get about 3-4gb worth of Torrents done during the allowed 00h00 - 06h00 downloading time every evening. And yes, I do use NZB's for most of my content but NZB's simply can't replace torrents for certain content.
