Are ISP's so cheapskate that they cannot afford a CCIE -- not even on a consulting basis

I would expect Cisco would have some info. You could also phone up some of the first tier ISP's, and they may tell you. I will phone an engineer friend of mine who works for MTN Business here in CT and ask him.

Well, the friend I mentioned at MTN Business here in CT, says he knows of 3 that are working for them.

Most of the BIG isp's have CCIE's on their staff. Telkom probably employs the most CCIE's inside SA after Cisco themselves.

There are more clued up people than them. I met a Cisco Distinguished Engineer (possibly a Fellow, cant remember) once, this guy was a grey beard proverbial propeller head and knew his sheet. This dude wrote RFC's for the IETF etc. When he talks the CCIE's keep quiet

Edit: Just did a search on his name and see he also has some patents listed
