Upload based disconnection issues, With zero help from telkom.

In the past 3-5 months I have been unable to upload anything without my internet disconnecting.

When I say that I have tried everything I really do mean everything.
Have had a technician at my house 3 times and luckily haven't had to pay since they don't what the damn problem is.

Okay so here is the issue.

Any amount of uploading sets me to about 3000 ping on average, sometimes its less at about 1000ms~.
Now I sort of understand what the problem is, Its buffer-bloat however this hasn't previously been an issue.
Or at least to my understanding hasn't been as obvious as an issue. I have attempted every fix on my side.
However I don't believe it to be an issue with my router, otherwise why would this be a recent issue?
Our internet also disconnects when it rains, which used to not be a problem, but now that I am attempting to
fix the upload issue it makes sense to have both fixed.

Here are my stats
- 10/1 mbps line with Telkom (Which i know isn't the greatest buts currently my only choice).
- A D-Link 2750U router with the latest firmware I can find.
- About 2 low usage devices and 1 computer that I use to do just about everything else on.
- The upload disconnects on any amount of upload, playing apex without artificially limiting my upload speed disconnects me for instance.

Any help would be appreciated more than you could ever imagine. :)
(Hopefully crowdsourced knowledge is worth more than your average Telkom employee)
