Actually some did, many are saying that China withheld crucial information for a long time before they could no longer hide the effects.
For instance the doctor that first discovered Corona was silenced by the Chinese government in the beginning.
Many countries thought that it would not reach their borders and it was only when the virus reached their shores and had spread that action was taken.
We as a modern world have never faced something like this before so complacency probably played a part. Ebola for instance was limited to West Africa, and other virus' outbreaks weren't nearly as virulent as Corona.
