Am not a fan of defunding, but am also not a fan of things like asset forfeitures going to fund police departments. I think some cops in certain departments get paid pretty well, I think reforms in hiring and training as well as real consequences for misconduct would yield better results.Maybe with more funding, better pay & health benefits corruption would decrease.
They can make a living yes, especially when they take overtime shifts. This causes burn out and officers are more on edge with makes confrontations worse. I don't think any of us would WANT to see or experience what they do for that amount of money. Agree with all of that, and as you rightly say, better trained and better-qualified cops will cost more money but hopefully it will also attract a better calibre of person to the job. At the moment any gung-ho bully can seemingly get a job in law enforcement in the states, even cops that are fired from one local PD seem to have no problem getting a job down the road in the next town.They can make a living yes, especially when they take overtime shifts. NY has a $6B budget and that may sound extreme until you take into account that they have a staff of almost 60k people. So if you take into consideration the property costs, equipment costs, training costs and then finally, usually the most expensive, cost of salary you do not have enough wiggle room.
To replace police with safety officers or counselors for certain situations like domestic disputes might sound good, but in reality these are usually the most dangerous situation. most would refuse to go without an armed escort. So this adds to the budget requirement.
As you mentioned better training is key, but I estimate that this will increase training cost by 30-50%.
TLDR :
Higher salary, better healthcare especially counseling, more training, add different auxiliary units like social workers.
In the U.S., training to be a police officer, and carry a gun on behalf of the state, ranges from as few as 10 weeks to as much as 36 weeks. It's a far cry from the years of education required in most western European countries and others around the world.
