That's a lot of variability for a signal. Normally there should only be 2-5db variation.
I don't see why the load on the tower should affect the signal strength. Same as if a radio DJ played Beethoven piano sonatas or Motorhead heavy metal - the volume might change, but the signal strength picked up by your radio would remain the same.
This is it after about +_15min and I do not have an antenna connected maybe thats why it's a bit jumpy, also there is a tree about 2m away from the window right in front of it, maybe it waving in the wind causes the jumps.

Anyway it now shows 1km but I did notice it switching between 1 and 2km at times.
I don't think you need an antenna at all. Looking at the graph, the variability looks similar to mine (I'm using a directional antenna). The only thing that is not so nice on your picture is the load=2. You have a very busy basestation which is going to reduce your speeds from time to time.
