Vista advanced connection manager?

I dont know if something like this exists... so let me explain my problem so you get an idea of why I am looking for a solution.

I get uncapped 3g/HSDPA in Manila from a provider called Sun Cellular. Its almost really good except for one really annoying problem.

After XYZ amount of time the connection just... dies.. it doesnt drop but data on it completely stops.. the only way to get around this is to drop the connection and restart it.

This means downloading through the night is basically impossible. Your connection will stall.

Is there an application that can detect if the line is dead.. drop the connection and recreate it?

Im using an E1550 on a 3.5G network and running Vista (;() on a Toshiba notebook.
 
Or.. is it possible to get Vista to drop and recreate the connection every hour through task schedule manager or something?

Im so missing my linux desktop :( This would be dead easy with that OS.
