None of them are - it's exactly the same product, just different pricing. (In this particular case, Axxess is twenty Rand more expensive.)

If you want an Upload speed up to 1Mbps, sign up for the 10Mbps VDSL/ADSL offering.
If you want an Upload speed greater than 1Mbps, sign up for the 20Mbps VDSL/ADSL offering.

But then you’ll have to deal with their customer service incompetence.
 
Customer service incompetence? Are you referring to telkom or vox or are they both bad?
Vox get some criticism, but personally I find them to be OK.
Telkom, on the other hand: I vowed I would rather slash my own wrists and drink my own piss before ever having anything whatsoever to do with that company ever again.
