Warning: cheap USB-C cables can kill your PC

I this not the case for ANY grey imported USB cable?

Also, it can't kill your pc, it can kill the other device you plug it into in other words your phone.

Yes it can. If the device draws too much power, it can fry the internals on the laptop.

My laptop switches off, and what would such a device be thou?

My phone can't draw that much.

I had no idea a cable could play a role in drawing more power. I was under the impression that the output was regulated/limited by the USB port itself, and that the device connected usually has a regulated input as well.

Bleh. My S6 Edge draws too much power when connected the the front USB and Windows 10 shuts down the port stating the device is causing a power surge...

^This. Some other laptops have resettable fuses. Some other laptops have no protection at all. In any case overloading present a risk of permanent damage in the laptop.

USB 3.1 is rated at 3A, and is used to charge newer Macbooks and Chromebooks. If you put a USB Type C connector on a USB 2 cable, you're required to wire it in a specific way, so the device limits the current it draws.
