water cooling idle temperature high

BIOS isn't really "idle" as I understand it, none of the power saving features are active while in the BIOS.

But it is important to note that many top end air cooling solutions (heatsinks) are superior to water cooling solutions (unless you go top end water cooling).

So I wouldn't say those results are bad. Pretty much the same I get if I am in my BIOS with my Thermalright HR-02 cooler.

anyone who has air blowing over a rad, inside case -> outside case , has rocks in his head.

Corsair recommends blowing air from the outside in through your radiator. I do this in conjunction with a pulling fan, hence the push-pull config. Compared to blowing air out, I get about 5C drop on the temps.

well it makes sense really. you want the coolest air coming over your rad, simple as that. Show me a scenario where the inside of a case is COOLER than the ambient temp outside and I will eat my words...

Ok my new temps

38.5 - 39.5 deg c for cpu
31 deg c for motherboard
35 deg c for sb temperature

Few changes and I'm sure it will help anyone looking at a similar setup ...

1. The rad fan now blows air from outside onto the radiator and into the case
2. Thermal paste I redid, and used arctic cooling mx4 ... The i7 3930k is a big chip so use a little more than pea size (larger pea size :)) ... When I removed the heatsink noticed my previous application of paste didn't cover the entire chip
3. Tubes were untangled (doube this made much of a difference)

Much better indeed. Glad you got sorted. Were these temps taken in HWMonitor or still the BIOS?
 
Those definitely look better.
The tubes won't make a difference unless they were bent (ie inside area forced somehow).

Try the following, if you have an extra fan:

Ext->Rad->Int
Ext->Rad->Int
Ext->Rad->Int

You should know this as a push-pull config. It definitely makes a positive difference in temps (just make sure you use a proper fan, but that's only beneficial).
 
Those are bios temps ... So I'm chuffed meaning I'd see it in the low 20's in windows (once installed) ...

With fans ... I got one at the back pushing air into the case (the radiator one), two on top the case pulling air out the case and one in front pushing air into the case ...
 
Low 20's are unlikely. Especially with your WC'er. You need a bigger WC'ed to get to low 20's as well as having an ambient temp that is around 18-20C.

Either side of the radiator, so that there are two fans on it, like so.

True, but lower=better. I got about 4C on mine.

You can also run the fans at a slightly lower RPM, decreasing system noise. Threads like this make me want to take R20k or so and go balls to the wall and buy a really nice system. That Cosmos II is a seriously sexy case.

I can't even hear the push-pull fans on my cooling (the one is a Corsair case fan, the other is the Corsair wc fan)...

But this case is huuuuge ... Been moving around in a tata and it barely fits in the car (polo she smashed, different story that)

Cputin in hwmonitor shows 27 deg c (am I looking at the right one?)
 
Look at the individual cores. In my case: Intel Core i5 2500k -> Temperatures -> Core #0..#3 + Package. Check those temps.
