BIOS isn't really "idle" as I understand it, none of the power saving features are active while in the BIOS.
But it is important to note that many top end air cooling solutions (heatsinks) are superior to water cooling solutions (unless you go top end water cooling).
So I wouldn't say those results are bad. Pretty much the same I get if I am in my BIOS with my Thermalright HR-02 cooler.
