Weird Laptop win 10 Issue

I don't have the laptop on me, my sister sent me a video of it. What it looks like is kinda like windows 10 refreshing startup over and over?

She is in class atm. I will get more info on it later and update here, she restarted the laptop but it still does the same

Easiest quick check would be to hard shutdown (hold power button until it powers down) and then restart in safe mode by pressing F8 once you power on the laptop.

After that just restart from within safe mode.

I had an issue where my laptop just kept completely restarting over and over, the safe mode restart fixed it for me.

I'm pretty sure the F8 option to enter Safe mode does not work in windows 10. I may be wrong though. I remember something like having to click on the Restart option on the main screen, but holding in the Windows button while clicking restart.

F8 still remains, haven't tried holding in the Windows button option yet.

The F8 option has been removed, on the desktop at least. What we have to do is kill it, as soon as the windows logo shows kill it again, and repeat. By the 3rd time it'll boot into startup repair.

F8 only works if you customize the Iso you use to install Windows 10 from. By default it doesn't work on any of the Windows 10 versions.
