Funds chanelled through province from state.
So they control which projects the city can work on and which areas the city can deliver houses in.
They took the city off the N2 Gateway project.

As far as I know the city has provided as many houses as it can in its capacity as a municipality with the limited land it owns - the province apparently has been unwilling to release more land to the city to let them build more
