Those are the givens.

Value add:

For capped accounts, allow rollover for at least 3 months (and subtract from the oldest remaining cap)
For uncapped, don't shape http or legitimate ftp file transfer (i.e. an easy way to specify that something needs to go up/down at full speed for business purposes)
An easy way to block/restrict social media/timewasters at the ISP level
 
Reliability is highly important. If you are unconnected for one day it can have huge repercussions.

It should always be online so uncapped is preferable if not a must. Speed is also important, because you dont want to wait 10 minutes for a pdf file to open.

Redundancy and the ability to use it wirelessly.
 
I look for the following from my ISP in a business environment:

--Quality connection and stability

Having a very small company my input might not be as valuable, but ALL I really want is the above!
With current competition I am happy with the pricing...and when it comes to support I believe I won't need to deal with them if I do have a stable connection.

Good ping speeds
Proper support
and fair pricing
Redundancy
 
We have our own internal e-mail system and website, so we basically just need fast, reliable unshaped connectivity with a fairly high cap (about 30 Gigs per month for 10 users).
The ISP should have fail over (Redundancy) on their international links and communicate well with the customers.
Support and Technical response should be quick and efficient and a guaranteed up time would be a great plus.
Their website should show our usage and a notice board should indicate planned outages and faults.
These days, having a good BEE scorecard doesn't hurt either.

--Reliability is the most important thing to me (I don't want a connection that goes up and down and up and down and up and down).
--Quick response to support enquiries (MrBEEP is awesome at this!)
--A (reasonable) minimum-guaranteed speed
--A user control panel that lists all account and line-related information (traffic, landline number using the account, billing information, statements, invoices and any diagnostic information would be fantastic--WebAfrica and Afrihost are two examples of this done 99% right)

Stable speeds and latency - we don't want the traffic graph looking like the Alps when we are trying to max the line.
Some form of SLA with penalties for poor performance and downtime.
Automatic failover for local and international links, we don't want the 30 minutes of downtime while some useless techy tries to change routes.
Trained support staff, not the "reboot the router" staff and don't always blame Telkom.
Completely uncapped and unshaped - no rolling thresholds or shaping of any sort.
Accurate billing - no double invoicing/duplication of accounts, then suspending accounts for non payment.
 
I want :
- lower contention ratios
- uncapped or high caps > 50GB
- Stability
- No Shaping
- Faster speeds : 384Kbs is NOT broadband.
- Call center that actually understand how to do more than "please reboot your computer and modem"
 
100% Uptime or close to
Support (Friendly and helpful people when phoning in, short wait times for an operator. Web Help in the form of chat, mweb guy on facebook is a good example)
Price (I expect fair pricing)
wifi minutes for when traveling, which are included in the package.
