Let's settle a silly question. Based on the below statement, when do you think the event takes place?

The shutdown will commence at midnight on Wednesday, 11 October 2023, and will be undertaken over 24 hours until midnight on Thursday, 12 October 2023.

Hmm trying to add a poll but on mobile.

1. The night starting on the tenth and transitioning to the 11th.
2. The night starting on the 11th and transitioning to the 12th
3. Another.

Much of Durban was confused by this.

Midnight is 00:00 which on the 11th makes it the night of the transition from 10th to 11th.

Or to use full datetime stamps

2023-10-11 00:00 is in period 1.

Another way:

23:59 is known as one minute to midnight, again making midnight 00:00.

Umngeni-uThukela Water will implement a planned maintenance shutdown of its Durban Heights Water Treatment Plant to allow for the completion of repair work on Aquaduct-2, which was washed away during the floods in April 2022.

Aqueduct-2 is a large-diameter pipeline that supplies raw water to the Plant for purification and supply to customers. The planned maintenance shutdown requires the isolation of Aqueduct 2 to allow for the inspection of its last section. Depending on the inspection outcomes, carbon fibre repair kits will be installed on those identified sections of the Aqueduct.

The shutdown will commence at midnight on Wednesday, 11 October 2023, and will be undertaken over 24 hours until midnight on Thursday, 12 October 2023.

This critical maintenance exercise forms part of Umngeni-uThukela’s plans to restore its bulk water infrastructure following damages sustained during the April 2022 floods. During this time, parts of the eThekwini Metro will experience a reduced supply of water.

The following areas that are supplied by the Durban Heights Water Treatment Plant may experience some disruptions or low water pressure during this time:

• Phoenix
• Inanda
• Ntuzuma
• KwaMashu
• Umlazi
• Chatsworth
• Folweni

And was actioned early this morning. Then there were political statements about how this is a "botched" occasion but it was started anyway.

What has transpired though, is that Umgeni had published an incorrect date and proceeded to shut down anyway without informing the thousands of affected residents.
The shut was accordingly deemed premature as neither eThekwini nor Umgeni had put out any media alert to sensitize residents timeously

The DA in eThekwini had made enquiries from ews and received a firm commitment that EWS is working with Communications to issue a statement on the corrected information.

Whilst we are advised that Umgeni did correct their media statement since the shut started at midnight and that it is currently underway, due for completion tonight, such notice has not reached the already affected consumers and does nothing to remedy the situation.

The following areas that are supplied by the Durban Heights Water Treatment Plant may experience some disruptions or low water pressure during this time:

The ripple effect by this chaoctic management is that tankers are now in disarray as arrangements were made as per the initial notice.

DA cllrs are attending to finalize urgent requisitions for areas in need of tankers however eThekwini Municipality will have to allocate accordingly.

Didbt we have this discussion before and we said that since midnight is 00:00 it is the start of the day, but then the ANC/Eskom/CityPower came along and said it was the end of the day?

The world's databases disagree but that's my opinion, I want to hear others too ( got yours now :p )
 
It can be two different times. I think the best answer is that "Midnight" should not be used.

e.g. Wednesday Mignight can be Wednesday early morning 00:01 or Wednesday late evening 23:59.
100% should not be used, told the councillors that when the confusion was already being raised on Monday. Best to have been 11pm or 1am rather.

That makes 24:00 Wednesday or 00:00 Thursday both midnight.. It certainly does not include the 10th as option 1 states..
 
Well midnight is at 23:59.999...

If the clock hits 00:00 it's past midnight.

Yes and no. You transition from midnight Wednesday 23:59 to midnight Thursday 00:01. But that is why it is confusing. Midnight is just a way to say something starts late at night on one day and early morning of the other.

It is also only used for parties and celebrations, starting late the evening of that day.

That would make sense but the water has been off since some time this morning in Queensburgh, Northdene etc
