This is still ongoing, but at least I now have iBurst and extremeshok working on it. Initially they were referring me to each other. Extremeshok are now offering support via Skype which is convenient.
It is the weirdest thing. Extremeshok says my IP addr is not being blocked by the server, although it does appear on one or two blacklists. Besides, I get a new IP addr every time I log in. I checked a few of the what's-my-IP sites out there and many of them only give me the iBurst proxy IP, while only a few pick up my actual temp IP. It made me wonder if the problem is with the proxy IP because that is always the same.
It also gave me the idea of reading mail via a proxy server, and that worked.
Extremeshok had me do a traceroute and this is what I got:
