Depending on your OS...
in Windows, in device Manager, you can set the modem to bring the PC out of standby, in the Power Management tab of the Modems hardware Properties pages.
Suppose this would/could override settings in your BIOS...

The title of this thread caught my attention.
My HTPC keeps coming out of standby for no apparent reason. I disallowed the mouse and keyboard to be able to bring it out of standby, but the PC still wakes up - randomly.
Today (this is the reason the thread title caught my attention, please don't laugh), I tried to call someone from my cellphone. The moment that I heard the ringing tone (and I mean the exact same second), my HTPC powered up.
Of course, this must be a coincidence, since it is not possible for a cellphone to bring a computer out of standby?
I have a Microsoft wireless mouse & keyboard receiver, as well as an infrared receiver for the Microsoft MCE remote hooked up to my HTPC. Hmm....
I know it sounds outrageous, but I cannot think what else could be causing my HTPC to wake up randomly. I don't have a modem or any bluetooth receiver in it.
I'll do some research and will post if I manage to resolve this strange phenomenon.

wasnt there something about turning off auto-answer on your modem, I seem to remember it from a few years ago, problem is, some puters spend so long booting up the call will have dropped by the time it started up.

The cellphone causes interference on the frequency used by the wireless receiver.
Picked it up when I had Mxit running on my cellphone, and it was next to my wireless mouse and keyboard - the mouse and keyboard would behave erratically every time mxit received a message.
Solution : relocate wireless transceiver and cellphone

I also have a 2.4ghz cordless phone nearby as well...
I will be sure to investigate. The problem is that when I try something, I must wait to see whether the HTPC powers on after I make the change and that obviously takes time, since it is random. So testing may take a good few days
