Register for the windows insider program, download the 10074 build iso & install. Once it's released you are automatically upgraded to the final release version for free.

If I install it over Windows 8.1 will it keep all the programs or will they need to be reinstalled?It's fine I've been using it since Feb

Sorry but I have no idea, hopefully someone else can shed some more light.
I did a Windows 10 upgrade on my home pc this weekend from & Ultimate, Ran the setup from the mounted ISO image and all my programs stayed intact, only thing that i need to reinstall are my vga drivers which i know i will not find as the chipset is pretty old (g41).
So you should be good to go from 8.1
