Wow... if you are impressed with 450 - 650 ms... then it doesnt take much to impress you. Honestly I cant see myself raiding at those horrendous latencies ever again.
200 - 210 Ms FTW.

i use webafrica ushaped and i also get 200 - 250 all depending on where i am.
Strange thing though, i know line speed has almost nothing to do with latency, unless there are loads of stuff going on ingame, like massive aoe and and the data flow increase, but, my line got up'ed to the 10 mbps one and my avg latency the last 2 nights has gone up to round about 300

Yep I've had the same, but my line speed is the same. Something is not quite right atm me thinks.
