While contention ratios probably are contributing to the poor latency... I've found that the true source of evil is Telkom routing.
Playing for over a year now, I used to get 250-300ms on a shaped 192kb line.
I've since upgraded to the 'best' - Hopping that the more expensive accounts at Telkom get better ratios... hence better latency.
In the end it all comes down to routing tho. This **** all started in April this year... I remember during a 3 week period there were many active posts about latency issues... numerous on webafrica's notice board too... in the end the only difference most people found was that instead of routing direction to London we went through NY via Hong Kong some how.
Every now and again my latency plummels to awesome levels... and everytime a quick tracert on the eu login ip reveals a brilliant response, it never lasts tho... few minutes really then back thro NY
