I agree 100% that the principle makes all the difference to success or failure at a particular school. Problem is there is no accountability.
Principle does f-all, regional heads (or whatever they are called nowdays) at provincial level do nothing about it. Regions are in horrendous state, MEC for education in the province does not discipline the regional heads so f-all happens. Province is a bunfight, education minister does less than f-all to sort out the MEC. Entire education system is f-ed, minister takes zero responsibility and spends plenty ammo on parties and flash new cars .
Now to me, if JZ really was really serious about sorting out education, he'd make sure a performance clause was built into the ministers' contract... and no BS excuses. Education still f-ed by the end of the year, she's fired. Then you'll see the minister putting the same kind of pressure on the MEC's, who'll push the same lower down until you get to the principles. No performance ... no job... simple
