The proclamation, which can be found here, states that:

(b) stickers depicting the South African national flag are displayed on the vehicle in accordance with sub-regulation.

They should read:
- ABC is 362, which represents Hatfield.
- ICASA found that there is a broad consensus among operators, excluding Telkom, regarding the inclusion of non-geographic numbers for portability.
 
It seems like the team at myBB need a list of telco operators by country. Your roaming bill shock article is poorly researched.
 
Thousand Millions = Billions so it is not incorrect, though a little clumsy.
