Mobile operators fail quality of service test says ICASA

So what penalties are they going to enforce? Or will they just pull the usual move and run away with their tails between their legs?

The test is pointless without penalties being enforced. ICASA will just bend over for them as usual.
 
Interesting and great to know and a regular report would be nice to put pressure on he operators. But ICASA must sort themselves out first and above anything else the bloody LLU and Telkom issue!!!! Then they can target the easier stuff so to speak.
 
This is very interesting. However, how were these results gained, in other words how were these networks tested?

ICASA conducted the sampled quality of service survey on MTN, Vodacom and Cell C’s networks from the 10th to 15th November 2010 in parts of the Gauteng Province.

Good that they did this and all. But you have to wonder why it takes eight months to produce the report.
 
The name and shame needs to extend to other essential services. Maybe the public will unlearn the bad habit of accepting bad service and mediocrity that's plaguing South Africa.

Where I work (a parastatal) everything is outsourced to subcontractors and they continually get deadline extensions.

You ask a good question, I would not be surprised if the answer involves a touch of nepotism and bypassing of proper tender procedures and corporate governance which resulted in the survey and report were outsourced to allow more sleeping on the job time for ICASA layabouts.
