Windows helps to save data

Anyone who hops online a lot while on the road doesn’t want to download a lot of extraneous data. With that in mind, Windows 8 has introduced a new metered connection function.
 
What's nice is that you can even specify some wireless connections as metered, very useful if you have wifi at home that connects via a USB modem to a mobile network...

You are comparing a mobile operating system to a desktop version. Check out the implementation of this on WP8.
