Licensing on hold

MINISTER of Communications Ivy Matsepe-Casaburri's last-minute decision to appeal the positive Altech ruling means regulator Icasa has again been forced to put its value added network service (Vans) licensing process on hold.

doesn't appeal need to be substantiated on some form of legal ground?

Just lodging an appeal for sake of exercising ones right to do so.. should be punishable by death.. :P

Any one got this appeal handy to share.. would love to see what did poisoned ivy come up with this time..
 
Why am I not surprised?

Quick question: what will happen to her appeal if she is not the Minister anymore? With the current politcal situation you never know what might happen. But how ill it affect the ruling?

A new round of elections would have come about and she would have left office in that time. Right?

Or will Lyndall have positioned herself to still be in the DoC?
Or. If at that time, will the appeal, if allowed, still go through without Poison-Ivy at the helm?
If it needs Ivy to be at the helm, we will then see the converse to the JZE (Jacob Zuma Effect), where instead of the court process being slowed down, its going to be sped up.

And yes, "JZE" came to me right now - you are allowed to make use of the acronym, but remember who coined it LoL
 
She has to approach the Judge first and apply for leave to appeal. He may still turn it down if the appeal has no merits.
yip - at this stage still no date for the application for leave to appeal (i.e. the first hurdle the minestrone has to overcome) and i sure this will be hotly contested (although i would imagine that leave to appeal from the decision of a single acting judge is likely to be granted more often than not)

According to some previous news reports, the DoC has been coached on how to respond and appeal the judgement by none other than Telkom... So I imagine that the appeal will be fairly well substantiated on legal grounds. Telkom must have some of the most experienced lawyers in the telecomms industry on their payroll.

I don't think Lyndall wants the job. I think she prefers to be the shadowy puppet-mistress while poor old confused bovine-eyed Ivy takes the criticism. I wouldn't be surprised if she's angling for a deputy-president post after the elections. The Minister of Communications post will force her into the open and flush her out as the BEE capitalist that she is.
