I voted NO, based on 15+ years of incompetence.

For there to be any change in ICASA, we need to fire the whole lot, and replace them with competent people, with good technical skills, and who are respected by industry.

These people also need to be responsible, and held accountable, or fired, for poor performance. Anybody working for ICASA should also not be allowed to work for any Telcoms company for at least 3 years after leaving.

This is indeed amazing. And anyone trying to reach ICASA via telephone should know that it is not a particularly effective means to communicate with the regulator, so they are now close to completely unreachable. I could however not say with certainty that it is of great concern to many of the ICASA employees…

ICASA today announced that it plans to have draft regulations ready by the end of March, and that the final wholesale termination rate regulations will be completed by June 2010.
After the deadline has been extended a few times the cell companies will go to court because there will be so many loopholes you can drive a bus through them

Don't you know that that is why they say they need the extra 3 months - so that their lawyers can ensure that there are no loopholes :D
 
Obviously they won't meet the deadline; one thing though is for sure, they will all get performance bonuses.

Namely Mr. nyanda & ismail vadi than in Icasa.

Let them call the shots rather than Icasa.

Icasa can never drop rates like other regulators do it.

In most countries when the regulator issues rules and regulations.

The operators must abide by it immediately or else they receive daily fines.

Thats a fine of a few millions for each day of non compliance so no time to mess around.

The operators go to Court for a week or 2 then drop their case and follow the regulations.

In SA MTN & Vodacom Control this Country.

We need to impose major price reductions for all services.

I cannot even start to tell you what the customers in other african countries are getting from their mobile providers.

MTN & Vodacom give us nothing if we have less than R2

What is of particular concern is that ICASA does not seem to view the prolonged email downtime as a hurdle to overcome to create a more effective working environment, but rather as a ‘trump card’ excuse when confronted about a lack of communication from their side. This lack of urgency seems to be entrenched in ICASA, but it will have to be addressed if the regulator is keen to shrug off its image of being incompetent and toothless.

Hah! Seems like ICASA is holding up the "grand plans" of the greedy "socialists"...

Nqamane, socialism is just,its incorporative & looks after the well being of every citizen.
Capitalism/neo leberalism is advocated by those who wants to plunder resources & commit fraud like wall street.

What is happening in wall street is fraud of the century, money was made by speculators who did not put a cent, they pilled up trillions of debt on speculation, cooked books, & they had no balance sheet to cover for their credits, now they are bust, & they want bail out.

We marxist have termed it( privatising profits & nationalising losses). thats what the $700 billion its all about. All those banks what they need its just money to lend,speculate again & continue fraud as normal.

Back to socialism. The economic term developmental state has been forwarded. In these we look into the capacity of state/instituitions of state/development of industry & skills needed.

Before we go on socialism, we need to achieve an advanced industrialist/technological state of industry. We need a skilled & effective labour & highly qualified civil society & instituotions of democracy. You dont need a poor socialist state, u need a rich socialist state. For example, this means u need profitable/technological & advanced industry from mining/smelting/conversion to final products.

E.G. u mine iron ore, smelt it, convert into steel bars/ cut to industry needs & make it for customer taylor needs. We dont want a situation where we export minerals only. South korea & china/india, they buy minerals from us but sells us the finished product. South korea has no minerals yet they are one of the world biggest producer of steel.
We need to advance to higher utilasation of minerals & all factors of production, with the state having a bigger slice like in china, before we turn to socialism.

Thats in short from me, AK, i owe you i know. good things comes to those who wait.
