Hi folks

I have just read through the repoprt and it looks good.

Once of access charge (ADSL line rental), Local Bandwidth shall not be subject to the cap, The Cap shall increase to a minimum of 10 GB per month, The network operators shall install the ADSL service within fourteen days of the receipt of an application, No distinction in the cost of prioritized and unshaped traffic, Contention rations shall be published, No 24 hour resets and Service Level Agreements between providers and clients.

10GB is still not much but it is a step in the right direction.

Now, how are they going to split local and international - packet sniffing? More shaping will come from this surely?

14 days to install - eat that Telkom.
24 hour reset no more! Now, lets see what those ISPs who reset on the hour do.

And, last but not least, bye bye to 192Kb BROADBAND. 256 is now the minimum.

Of course, this is just a draft.:(
 
There is a lot of really good stuff here - must study it more closely.

I still hate the whole idea of the cap, believing one should be charged for line speed only, and will have to work on a submission.

But congratulations to rpm and MyADSL - the unrelenting pressure is starting to yield good results! :)

PS - I am sure several Telkom execs are choking over their lunch!! :)
 
It took them 3 months to create a 4 page document...? That is still vague in places?

Ok, comments:

3.4) Is not very clear - Does that mean that once the cap is reached, local sites are still accessible, or that local bandwidth usage does not contribute to the cap. I think both are equally important.

4) Intersting but a bit vague; it should be specified that any services that do not meet certain minimum speed levels should not be referred to as broadband.

5) Wording is a bit confusing. Maybe that's just me. What constitues "the same adsl service"...? Anyway Telkom will side step this by calling it an ISP issue - as ISPs are technically the people reselling shaped/unshaped bandwidth (from Telkom SAIX obviously)

6) yay - this is good

7) I wonder if Telkom will somehow make this the problem of the ISPs, since it is now the ISPs who control capping and authentication. Will be interesting to see how this is implemented. It might make hardcapping totally impracticle.

8 vii) Eh? Are they saying no PPPOE or...? Eh? Someone explain that one to me please.

8 ix) What? Why limit maximum upstream? What on earth is the point of that...?

All around mmmf. Published contention ratios are interesting. Minimum cap is a waste of time as it's now an ISP issue, so it's likely to just be "Minimum cap for R500 per month" and make ADSL even less affordable.

The stuff about purchasing bandwidth at wholesale prices could potentially make things interesting...

No dsl reset, no local cap. Int cap at 10gb.

Telkoms gonna pull them a fat toffee. and what will happen,nothing.
 
Hmm just looked at it a bit closer there is still no disinction between international and local with reguards to the cap. Will Local count towards our caps? ie. will only international ount towards the cap, or both.
 
i know that the process is painful and not all that everybody wants but the fact that this document is out is MASSIVE and a HUGE step in the right direction

have not looked at it yet but would imagine there is a period now for further comment and we are going to have to be all over that

ok so after all the talks we get a nice document. now question is whats Telkom's response AND more importantly when will it be implemented. I saw the whole news about cellphone providers and icasa thinking they colluding.. well thats fine but they need some action particularly when there is only one company incharge. btw what does this mean wrt saix ?
 
comments by 3 Jan 2006....usual tactic where they put the comment period over the holidays....better believe that telkom will be working like crazy during this period

:D Now lets see what excuses Telkom comes up to bypass this one! My guess is that many applications will be suddenly lost!

The network operator shall not periodically reset the ADSL service. Any such reset if required for the service maintenance shall be done with a prior notification of at least seven (7) days to the subscribers.
Sounds good! Meaning we'll have fixed IP addresses! About time!

(ix) the ADSL service shall operate up-stream at maximum rates of 384 kbps.
This is the only point I would like to contend. Since it only mentions a maximum, this could be the one part of the service which Telkom could use to deteriorate the service to be non-functional again. A guaranteed minimum of 64 kbps should be mentioned, and there should be no maximum! If I need, and are willing to pay for, an up-stream pipe of 1 Mbps, it should be possible!

One wonder what the 'wholesale price' of bandwidtrh will be? I would be happier if Icasa had been more specific about this as it is one of the main problem areas.
It appears as if the ADSL pseudo rental is set to continue as well, whats stopping Telkom charging people 'more' for a telephone line rental if they are subcribing to ADSL as well?

It looks like there is a bit of give an take on both sides, but to be honest, Telkom will tell them to get stuffed or hold the country to ransom again by threatening to stop ADSL all together as they did in the past.

At least the long awaited '4 page' document has finaly been produced.
