At ~1.28 terabits initial capacity as opposed to the measly few gigabits on SAT-3/SAFE there will be about ten times more to use. Whether it is used or not it costs money so you will probably have nearer to what is true uncapped as an incentive to use it. It is also open-access so anyone meeting the minimum requirements can tap into it to sell bandwidth.

LLU is about the legal framework and mechanisms by which others can gain fair access to the copper in the ground. I'm unsure whether any specification will be made as to how this copper should look?

Does the existing copper network allow for 10Mbs connections?

LLU must be done by 2011, so does this mean the entire network must be upgraded by then? If so then why go copper??? Fibre anyone?

Here's where I think Neotel may nuke Telkom... supply 24Mbs+ via fibre to home. (or am I dreaming?)

I think the hole they dug has gotten so deep that now as they are starting to fall into it they won't be able to get out. The good news is that LLU will in all likelyhood be done by 2011 but the bad news is that it will be useless for anyone who wants to provide a service anyway. I know Telkom was actually trialling equipment I think from Alcatel for 40Mbps ADSL and this was only the start. Maybe they found out in the process that their network was so pathetic they couldn't even use any of it. After this news I've given up any hope that they will have a place in the future. Might as well sell off their landline network now making LLU redundant.

Shouldn't that be in kilobits/s? 93 693 Mb/s is like 93Gb/s and the fastest I know of is 2Gb/s.
