How dare they overlook the jet-setting, swinging, playboy capital of the Eastern Cape? If ever a town needed an injection of speed, it's this one.

Lol. I am also a resident in the jet-setting, swinging, playboy capital of the Eastern Cape (Port Alfred). Think Telkom might give our Metro a miss :( (for now lol)

What type of modem are you using and who is your ISP?

It seems users that are with WebAfrica and using Netgear DG834 has not been automatically upgraded.

Upgrade your router firmware (see link below), Set your router to ADSL2+, restart and then call Telkom on 0800375375 and ask the consultant to reset your line - initially (3 - 5 minutes your connection will be unstable) wait until the connection is stable and then only restart your modem.

Does the ISP make a difference? I know they can choke you but surely the Telkom synch speed is separate?
i.e. it shows the lines capability and not actual throughput

I ask because I am with Afrihost and lots of people in my area are upgraded

Presumably they have to do it piecemeal even within an exchange?
