Not worth the cost. Theoretically you'll hit the cap in 6.8 hours if you download at full speed. Don't bother uploading at the same time!
Here the calculations for perusal. Note: this is only downloading, if you upload at the same time your cap will probably be exceeded in 4 hours or less.
Cap: 3GB * 1024 = 3072 MB * 1024 = 3145728 KB
Downstream transfer (ONLY): 1Mbps = 1024 Kbps / 8 = 128 KBps
Time to hit cap: 3145728 KB / 128 KBps = 24576 s / 60 = 409.6 mins / 60 = 6.83 hours
