The thing is like vodacom3g stated in one of the vodacom threads that the ISP subsidise the phone/datacard because they know they will make the money back through usage. I'm sure you know that if you add the 24months subscription costs for a contract it's not enough to even pay for the handset/datacard. So they will have to prevent loosing any money. The best way of preventing that is to lock the devices.
So maybe MTN will do that as well. But I can't really say. If you want you could ask MTN Data Dude on the MTN forum.
